What happens if I just declare war on Germany with the USA or USSR? Any downsides?

You can't do that until mobilization is 100%. In practice you will seldom get the chance as the Axis will attack before you can. However, I had a recent game where Russia reached 100% on Germany. They were able to DoW with no downside that I saw. In fact it was the Axis who were unready for the onslaught.

OMG. In our PBEM, England already declared war on my poor Italians ( USA 5-7% mobilization towards Axis and Spain 10-15% mobilization towards Axis, not enough punishment IMO) and now you wanna attack me with USA and USSR too? [:-] [:-] [:D]
