German Coastal Gun in Norway

Coastal Gun are fixed (they can't move), and in the deployment phase (of new units) Norway is not available for Germans, even if is annexed.

So it seems that it's impossible to place coastal guns in the fjords [&:]

Is that true or I miss something?

I think I ran across that in a mod I made.
I had to place the costal gun in the land hex next to the fjord.

Was it the Blucher that was sunk near Oslo?
