Possible to mod US AI?

Is it possible to create a mod to change how the US AI works, specifically:

* Not invade DEI as initial Pacific target
* Defend Hawaii
* Implement island hopping campaign in Central Pacific
* Not move fleet to Solomons and have it just hang out there

Would I need to modify event files or scripts or something else?

Absolutely - it is a lot of work, as I find Amphibious scripts the hardest to work with.
I actually did this in a Mod I just posted, 1944 Triumph and Tragedy, check it out and tell me how I did.
* Not invade DEI as initial Pacific target
Just remove all the DEI related scripts from the Amphibious, Amphibious Minor, Transport, and Transport Minor events.
* Defend Hawaii
Use the Transport Minor scripts to move units from the west coast to Hawaii (or one could use a Unit script to make forces "magically" appear in Hawaii), then use Guard scripts to make the units stay in place.
* Implement island hopping campaign in Central Pacific
Yes, look at what I did in the 1944 Mod. It started with the invasion of Saipan and includes operations in New Guinea, Palau, Philippines and Operation Downfall in Japan.
* Not move fleet to Solomons and have it just hang out there
Yes, lots of examples in the 1939 Fleet event files. Look for "Hold" notes added by the author.
