Partisan strength error

Looks to be a Partisan strength based error. In the USSR west of Pskov we have Winter weather which should convert the swamp to a forest and hence reduce the Partisan strength point from 2 to 1. This is not the case.

Similarly, we have a Partisan in southern Yugoslavia which is a 0-3 unit and yet inexplicably has 1 strength point.
