Strasbourg problem 'et similia'

Strasbourg (on the WaW map) is a huge gap in the Maginot Line. It is easy to go through with the panzers ...

I edit it as a fortified town, to improve the situation.

But there are many places where it's impossible to have or to build fortification, due to the presence of 'resources' (the Saar; all great 'target city' like Moscow, Stalingrad, etc. can't be fortified by engineers ...)

Yes, we can fortify all around - sometimes - but it takes a lot of time.

Is it so 'impossible' to modify the engine to let resources and fortification live together? [:)]
