When can rifle brigades be built up into divisions? Is there an admin point cost for it? And can naval rifle brigades be used in rifle corps?

There are two types of naval rifle brigades, can't recall their names
One of them can merge into divisions and corps, I believe it's the one that is rarer

Try searching the manual for 'naval' and it will take you 7.5.3. Read that at leisure.

Regarding conflicting info in manual. AFAIK there is no cost to build division from brigades. Original date of building div from 2 brigades was January 42(in manual) but has been changed long time ago to summer 42.

Isn´t brigades handy to keep around to throw in front of the German panzers as speed bumps in summer 1942, etc? Less losses if encircled.

I use them as a way to direct replacements to where I want them. After using all your AP in a turn, move rifle brigades into a stack with a depleted rifle division, and merge. The brigade kicks 2000 guys or so into the division. It costs the division a little bit in morale/exp but they buff up a lot by being at 90% TOE rather than 70%.
