Can you check the tech levels for the various countries in this scenario? They seem really high relative to vanilla, as if you've put the 42 starting tech into the 39 scenario. For example UK has level 2 infantry kit starting out but in the vanilla 39 scenario they have level 0.

You were right Prestidigitation. I changed them back in both versions of 1939 starting scenarios and will post it soon. Look for 3.1
