Diplomacy issue with Vichy

I am playing a PBEM game as Axis. The Brits have DOW'd Syria, Tunisia and all Vichy stays at zero. Shouldn't that push Vichy closer to Germany?

There are different chances, so in some games there will be reactions, but not all.
