Why do I only have 3 scenarios. I thought when I bought this that I would have large sums of scenarios and could play in different theaters and different time frames.

It's possible that you're looking at the wrong scenarios folder. There's one that in the "my games" chain of folders and there's another one in the Program Files(x86) chain of folders and you need to navigate to the second one where all the scenarios are.
