Over Extended

Can someone please explain just what "... more difficult for units to press on at red-lined unit conditions from such locations." means? Will isolated enemy units behind the lines still be able to move around and cut supply lines? Thanks much.

Yes. They never run out of fuel but eventually fade away after committing endless rear area atrocities. [;)]

Isolated units are Unsupplied. Overextended is different: The designer must have set an Overextended Threshold for the force. If so, and units have a LOC but are in locations with location supply below that threshold, they will suffer desertions just as if they were Unsupplied (thereby ultimately melting away if they continue to press on oblivious to their health level).
