What do they stand for?

The lower number is the number of missiles that are attacking the target. But the upper number?

For example, next to a SA 2 battalion there might be an 11, next to a SA 5 there is a 22.

What does it stand for?

Number of vehicles/aimpoints in a ground unit. You need to destroy all of them in order to eliminate the unit.

Also note that you don't need to destroy all of them to render the unit ineffective. Just enough to stop it being a problem to you!
