3.0.1 FTC Bug

China and France do not co-operate, so I shouldn't be allowed to Rail Move Chinese Units to French Indo China when China does not have a HQ there to fulfill FTC limits, yet the game is letting me do so.

Indo-China is a minor country. China is an active major power. Active major powers ignore minor countries for the purposes of FTC; China can march into any minor country it wanted to.

No bug.

If Frances goes Vichy, and Indo-China aligns with Vichy, then any Chinese unit in Indo-China would be kicked out.
I thought I knew how to play this game....

Oh.

Perhaps you can explain how this rule works then? According to the rule below FTC applies to minor countries. Where do I have it wrong?


19.3.
ENTERING MINOR COUNTRIES
Your units can enter hexes controlled by a minor country if:

- It is aligned with any active major power on your side and the unit entering is controlled by an active major power (subject to the foreign troop commitment rules; see 18.2);

Look carefully on the wording of this rule.

1. It is aligned with any active major on your side (...).

There are two sides in MWIF. The Axis and the Allies. China and France are both on the Allied side. France is active (i.e.: not neutral).

2. and the unit entering is controlled by an active major power.

The Warlord is controlled by an active major power (i.e.: China).

In chapter 18 you can find that major power units are only subject to FTC when entering major power home countries, except when they cooperate. Minor country units, however, are subject to FTC when they enter minor countries and major power countries on the same side, except when they cooperate.
