US and British Units in USSR?

In a MP game where opponent has 4 level 5 fighters in Russia. I thought that US and Soviets were not cooperating so US units would not get supply in Russia? Combo of level 5 fighters and Soviet armor blunts any German advance. Seems like an exploit to me but can you comment on whether US units can be supplied while in Russia? The opponent also had moved in British units and HQs as well.
