Norwegian rail line from Trodheim to Bognes

It seems like the Axis cannot operate units from Trondheim to Bognes. So far I have noticed this with the weather showing that the terrain (mountain terrain) is frozen, despite being June 7, 1940. Is the lack of being able to operate up to Bognes, and even to Narvik for that matter, being impeded by the weather?

Could it be, that a city or more is damaged? They get damaged per event after invading Norway as i know.

I'm not sure what it was, but I was able to operate a unit up the rail line the following turn.
