Are tanks weaker in urban areas?

In the previous games tanks used to be extremely effective as defensive units in cities. The high defense bonus and entrenchment levels of cities combined with the high damage of upgraded tanks made them an excellent choice for city defense.

For this game it says on page 98 of the manual:

"Armored and Mechanized units are vulnerable to infantry assault in
urban areas"

I was not able to find any further details about this anywhere. Is this just referring to the increased defense bonus of urban areas against tanks or is there a special modifier now that makes tanks weaker in urban areas?

If they are occupying an urban area then their soft and hard defense values are lowered, rendering them more vulnerable to infantry assault.

The difference isn't massive, just a small penalty, but enough to mean that they aren't necessarily the best unit to put there anymore.

Well that was a bit vague :)
Seems to me it should be much more deadly for armor to attack a city/settlement (perhaps more for a city?) as infantry can get up close a LOT easier. Perhaps anti-tank research boosts infantry in a city?
I would actually like infantry to have a 4th anti-tank option. Perhaps it is .5 the value of your anti-tank level?

<edit> Sorry, that was a bit snippy. So it only applies if they are in the city, but not when attacking the city?
Also what is the penalty for defending from an urban area exactly, if you don't mind. </edit>

That's ok.

Armored and Mechanized units occupying an urban area have their Soft and Hard Defense value reduced by 1.

Urban areas provide a bonus to the defender according to a) their size and b) the target type of the attacking unit.

So for instance, a unit occupying a City receives a Tank Defense Bonus of 3, whereas the bonus is only 2 if occupying a Town.
