Combat Target Data

When entering Country Data/Edit Combat Data there are some fields that are greyed out. I'm especially interested in Target Type, since I plan to use some of the not-used units in some countries to new purposes. Is there a way to activate Target Type?

I'm afraid not as that is hard coded. Hopefully you can work around it with other unit types/factors.
