Possible bug

Just started a 1.03 game. As the Allies, I could see (under partial FOW) two Japanese units that were two hexes from the USSR/Japanese border (the northeastern port in Korea and the hex immediately north of it). Since the game just started, and since USSR and Japan are not at war, I should not have been able to see these units at all, right?

Thanks for this and I can see what you are referring to here and will investigate further for a possible fix.
