I have noticed that when I have two chits in C&C as Germany that the first Axis turn after I get the "Germany gets Command and Control level 2" I can immediately reclaim the second chit for MPPs.

Is this a bug or as intended?

I always thought that as soon as you reached the max level all chits are used up?

Intended. Note you only get 50% (round down) back but sometimes getting the tech faster is worth the MPP.

Only 1 chit is consumed when the next level is attained, so it can be worthwhile as Taxman66 says, to invest 2 in a key area.
