Is there some element of FoW built into the various aspects of this game ?

Yes there is. The player will always see if a unit is present but nothing else until greater intel is accumulated. Air missions and a closer proximity to the unit will start to reveal more info. Watch the beta videos by The Wargamming Guy on YouTube to get a good idea about how it works.
