If they're training to bomb ships, and an enemy ship shows up, they may go ahead and attack. Same for subs and ASW. If you don't want them to do anything put training to zero, or on naval search. In search mode they still might attack something, either ship or sub. Another way to get them to train is with the max range set to zero.

Fighters training at escort or sweep may participate with your CAP if enemy planes attack. They probably won't unless they're already in the air.

If they're training, set them to range zero. They won't attack anything other than ships in their own hex. (Always set range to zero for training, else fatigue for pilots and aircraft climbs steadily or precipitately).

Jags:

This game is not a great experience for guys who must have complete control of everything. The devs put quite a bit of Fog of War into the simulation. Aircraft flotillas miss coordination on attacks, subs attack escorts rather than shipping, units make intercepts or attacks when you are not expecting them. The list is pretty long and I don't think I have scratched the surface yet on examples.

Personally I kind of like the game this way. Being omniscient with robot units that execute your every command down to the last detail is in a word, boring. Frustrating as well to be sure, but a lot more in touch with how humans act and react to wartime stress and fog or war.

There are some tricks that can help if you dig around in the strategy threads and other tidbit gems here and there on the forums.

Highly aggressive CV TF commanders (*cough* Halsey) might even send your CVs into harms way chasing after juicy targets, contrary to orders.

I don't think that he does that if it is an escort TF. And yes, the planes do fly and attack from those TFs.

I am ok with that. Just wanted to save my planes for the 2 IJN cv in Coral Sea and had nothing left after they attacked the troops ships.
The subs decently attack Somtimes, or when they feel like it.

FOW. I recall an episode in the Battle of Britain IRL where a Polish fighter squadron on a training flight found some German bombers and proceeded to attack them ignoring orders to disdngage
