Allied vs. AI Axis (Expert)

How did Italy spend 18 MPP on Diplo?

And no I don't have a save file before that turn, as I just discovered this looking at the reports.

The only thing out of the ordinary was a toggling on/off of a graphic/media only mod via the settings in a prior turn.
