after resinstalling problem

I was playing and game crashed. Then, I rebooted PC and when I tried to run the game with steam, it says I need to "install" the game. I install again from steam, and I try to run and many errors from sc3.ini regarding screen resolution.

sci3.ini: Could not find #BIT_DEPTH=

Frankly, we all appreciate the updates for this game, but sometimes updates cause too many troubles.

my "new" sc3.ini is empty
only this line:

Sorry to hear about the trouble and it sounds like an oddity more to do with Steam than the game itself.

However, I should be able to help you get past the issue and the easiest way is to simply delete the SC3.ini file. The game will re-generate this file and you should be fine after that.
