Helping Russian Morale

It seems to me they lose national morale for certain locations, but get nothing for taking them back. Why? In my current game I retook Rostov, but got nothing for it. Keeping Russian NM low is part of the collapse problem. It should give a boost to morale IMO at least as much as what was lost to begin with.
