Blitzkrieg bonus only in 1st year?

Two questions:

1.
I am playing WIR 3.2 as Russian against the Germans, the 42 scenario with "Axis help" enabled. During '42, everything seemed to be okay. Now it's summer '43, and the Germans do not gain the SL10 bonus anymore (as in summer '42). I did not forget to set the start options to "Axis help" each time I start Wir. I switched to the German side and saw large pools of tanks and armor, so the production seems to be doubled, though. Does the blitzkrieg bonus apply only to the first year of a scenario?

2.
Is it correct that Russian artillery units are not mechanized? They seem to lose readiness much quicker than tanks or cavalry units when attached to tank corps.

1. If the German is given "Help" (or is it "Max help"?) that advantage should continue the entire game as long as you pick this option everytime you load the previous game.

2. I'm not sure about russian artillery.
