Retreat Priority Question

As the Germans I wanted to retreat the Belgium infantry corps to the hex directly west of Brussels (hex 52,31). However, MWiF didn't ask and retreated the corps to 51,30. Is this correct?

Yes. This is correct.

The only legal retreat hex is directly west of Antwerp. The hex west of Brussels is not a retreat hex at all since it is in enemy ZOC. A unit may only retreat into a hex in enemy ZOC if there is a friendly unit in that hex hex (or through that hex).

Note that if Brussels was captured in this combat phase then you could have waited with the attack on Brussels and done the attack on Antwerp first, thus Germany could have retreated the Belgians to the hex west of Brussels and then attack, and capture, Brussels.
