Unless I am missing some mechanics, declaring war as Axis as soon as possible is no-brainer. You can take BENELUX in the first turns, get the production capacity and they are no consequences for doing that.

Easy solution can be rising production multiplayer for currently neutral Allied countries(USA, Soviets etc.) everytime any Axis country DOWs any neutral country.

I had to modify French mobilization some because Germany could easily move 50% of their forces West and force Vichy very quickly. In the new patch the UK will have more garrisons and the French will have units from the "forming" in the deployment queue already on the map.

Game balance is important.

Game balance is important yes - but atm the combined Allied airforce is quite mighty. The Luftwaffe has more bombers but with fighter parity the losses are atrocious. (unless I am just unlucky with rolls)
