French Surrender Bug?

In my game, playing as Axis, Germany overruns all of France instead of Vichy Negotiated Peace. Italy joins and takes Algiers & Damascus. The scenario description indicates that France will then surrender but its been many turns and no surrender. I still get offers each turn for negotiated peace but no actual surrender??? It appears that if the Italians take Algiers and Damascus, that the French surrender does not work. I might also note that under these circumstances, the British navy will attack Italian Naval assets but will not attack Italian land based assets as they never declare war on Italy. Ie., Italy can romp and stomp thru French held North Africa without British interference. Thanks.

I might also note that the British Unit on Cyprus @ 194,20 should be moved to Famagusta, otherwise it makes an Axis invasion of Cyprus very easy. Or maybe that represents a historical deployment? Thanks.

Can you tell me what French Morale is at in the WarPanel.

Thanks. The French Morale is currently at 0 (45). Axis have taken all French mainland and colonial city, resource and rail hexes. No French Land units remain in play, only Naval units.

The big issue is getting the Axis minor powers to join after the Fall of France in this case. Im in 1941 and they still have not joined because France hasn't surrendered...

Q: So if Germany overruns France but Italy takes Algiers and Damascus, which Axis power gets France and its colonies?
