Bug diplomacy?

I don't know if this is a mistake but during my game I defended myself until 1942 in France. Italy later packed Yugoslavia but did not send anything. The Germans had to declare war on Yugoslavia to help them, but they also did not react. The Italians later packed Russia but the Germans did not. I had to declare war on them. Is this a game error? Diplomacy is off.
