Unable to split Italian small infantry corps into divisions

See title. Is this intentional, maybe due to historical differences between German and Italian divisions and corps? Or is this a bug? I am playing the 1939 scenario

There is a huge difference between a German division and an Italian one. An Italian one was pretty much ineffective. They were 10,000 men.

So the Italian small corps is several small Italian divisions.

If the unit is not available for the country then it can't be detached into that unit.
