Vichy question

I defeated France in august 40 (my bad [:(]): next turn i clicked on "negotiate surrender with France" and i got the entire France, no opportunity to create Vichy regime. Is it a bug or i overlooked some documentation?

It takes 1 turn for it to develop.

Is it possible to claim the entirety of France (their homeland territory) by defeating them without having to take their North African territories as well? I don't want Vichy France, but I want Hungary and Romania to join :D
