The answer to that is yes. In this screen shot you may have noticed that at the start of the 1939 scenario Germany's 3rd Army controlled by Gen. von Kuchler starts the game at Combat 7: Mobility: 6 and Tenacity: 5, in my screen shot you'll see his Combat value improved.

You know in all my playing and play testing I honestly don't know but I am assuming it has to do with influencing combat, so what I tend to do is keep my good HQ units (with good Generals) near the front so that the can have a chance to influence a battles outcome. I am assuming its random but the corps/divisions fighting have to be drawing from that HQ for stuff.
That is just my take on things and ymmv.

From the manual, page 77:
In each battle fought in land combat,the general has a chance to increase mobility or combat attributes
When a unit is in combat, it will locate the closest HQ to its location within 5 hexes to call upon its general for support in the battle.In each battle fought in land combat,the general has a chance to increase mobility or combat attributes.There is a very small chance a general will get killed in action. If this happens, a subordinate will replace him.
