Possable bug in PBEM game

Playing a PBEM game as Axis.

It's 1943 and the Allies are destroying me, they have captured North Africa (except Tunis) launched a successful invasion of France, but I still control Paris.

I am in full retreat in Russia, China etc.

I had achieved a all of France invasion in 1940, Suddenly I get the DE to create Vichy France???

I think that is because they took Algiers. Although I am interested in the specifics as well

I can see why this has happened, and it means that in trying to fix one issue it has created another.

So I think we'll have to go back to the Vichy Decision being offered to the Axis regardless of whether or not they have units near Algiers when France surrenders, as there isn't a way around it I'm afraid.

This means that if the Axis are close to taking Algiers when the Vichy Decision is presented, and they say no, then they will be faced with a tougher fight on their hands.

But the alternative is having the Vichy Decision presented later in the game if the Allies capture Algiers and there are no Axis units close to Algiers, i.e. what's happened here, and it's definitely a less than ideal event to have fire mid-way through the game.
