Can it be coded a way that shows if Diplomacy is active or not for MP games?

It is indeed game crippling as it is now (Allies can just spam Turkey, Sweden or so - and they'll stop trade Germany) and Allies have double, and more effective even, diplomatic points than Germany.

Henceforth I'd personally would like to not have diplomacy in the games - so all I am asking is a way to be able to see before to signup for a game or not - if Diplomacy is on or off.
