And act as anti-partisan troops.

So I have kept Italy quasi-neutral and still at peace with Britain and Russia. Germany launches Barbarossa and as Germany captures Russian territory Italian units can move into that territory and garrison / anti partisan even though at peace with Russia? WAD?? Currently have an Italian armor unit in Odessa.

It is considered German territory. Was this game started before or after the 1.00.02.01 patch? In the latest patch the A.I. should DOW on all Axis that hit 100% automatically.
