USA/Neutral War Entry

I'm playing a game as Western Allies. The USA just mobilized. I can just walk my troops into France (still not conquered by Axis) and put a USA Corps in Paris. Seems like there should be a rule prohibiting a neutral from doing this. Maybe the neutral must relocate if the at-war country moves into their space?

Thinking about it a little more, it seems odd the USA should be able to go into France at all if it couldn't do the same thing with Germany.

These kind of scenarios are tricky. I believe I set it up where the USA can be attacked if it is in a country which the Axis are at war with to avoid cheese plays. I know their air units can be overrun.
