Re Playing as Allies

If I recall correctly it is mentioned that playing as the Axis vs AI Allies is likely to get you best game. (let me know if I read this wrong) I tend to prefer to play as the Allies, can I get a good game from the Axis AI? I am guessing I need to give it bonuses, but how poorly will the Axis AI play?

Just play the Axis at a higher XP and supply bonus at the start.
