BUG - Broken War Panel

I'm not sure if this has been reported before. I couldn't find anything, but if it has been - sorry for opening a second thread about this.

So, in short, I declared war on Vichy France as the Axis, and it broke the war panel window. I could open it and click some of the buttons by clicking somewhere else on the screen, while other buttons seem to have been disabled completely. Saving and restarting didn't help.
