Loss of National Morale after each combat

Not sure if this is a tech issue, but it seems that Germans lose NM after every combat they lose even a single point of strength. Spotted this in two of my games when I first saw I dropped from 100% NM to 99% during my turn despite during said turn I had several enemy units killed and none of mine.

Is this normal?

Your casualties (in strength points) will decrease your National Morale by the MPP value of those strength point losses.

For example, if your unit costs 100 MPPs to buy and it loses 2 strength points, then your NM will fall by 20 NM points.

and this effect is additional to / separate from getting an NM bonus when you destroy a unit in low supply, or a warship?
