Help please - Can't attack a Unit

How do I attack the 3-7 Russian unit near Leningrad? None of my infantry can attack it. It looks like its in the water. I think I'm doing something wrong!

That hex has a land connection to Leningrad itself in the NE, but otherwise cannot be attacked on the ground.

You can invade that hex by sea, I think. Not easy to do even with such a low strength unit there, though, you'll need a lot of airpower to soften it up.

Leningrad is a tough nut to crack if defended correctly, and this looks like it is to me.

Thanks everyone. I just realized that there is a button that hides the units so you can get a closer look at the map. Not sure how I missed that. Thanks again.
