Why wont Turkey allow Italy access to the Black Sea?

Hello all.
Not being very familiar with the politics of the day (1940).
Why won't Turkey allow Italy access to the Black Sea?
Italy is still neutral in my game.

Turkey was a neutral in WWII. They kind'a favored the NAZI's but if they wanted to retain their neutral status they couldn't openly give rights of passage into the Black Sea to an Axis member.
