Windows taskbar doesn't disappear

I just installed the game, GoG version, on my gaming desktop, dual monitors.

The game doesn't allow the 'fullscreen' check in 1920x1080 (my monitor's) resolution, and the Windows taskbar covers the lower strip of the game screen and part of the minimap and unit/terrain data.

On my laptop - also 1920x1080 - this doesn't happen, but I would like to play this game at my desk with the larger monitors.

OK, I fixed this by setting FULL SCREEN = 1 in SC3.ini

In the settings screen the Full Screen setting was still disabled, but now it was locked on set.
So why is the setting locked in the first place (and why is it not enabled by default)?

I tested it on my laptop, and although there I didn't have the taskbar problem, the full screen option still worked OK when set in the ini file, but it was also locked in the in-game settings.
Something fishy there.
