Rail Caps (FYI)

It appears that units take their country's rail caps with them when they go abroad.

Canadian units in the UK use the Canadian rail cap

UK units in Norway use the UK rail cap.

I've noticed that as well.

Perhaps "rolling stock" should be a support item that is applied to a rail net. That would probably constitute a fairly significant change to the system though.

I compromised between what is suggested and something simple for players that has low impact in reality. Also most wargames follow what I am doing.
