Perhaps it can be capped at zero. (Or perhaps some calculations went awry when the allies destroyed Vichy units in N. Africa and logistics was adjusted wrongly.)
In the case shown this appeared when Vichy was forced onto the Axis by an Allied declaration of war. Vichy has only one infantry unit left on the board.
