Why are my IJN carriers impotent?

Make sure your CVs are in Naval/Tactical mode, or if you wish the strike force to be escorted by the air group's fighters choose "mixed" mode.

They will then sink ships with two strikes.

Ya it seems to work well. I guess the purple bomb mode is more potent but is more risky if intercepted while mixed is more protected but weaker for bombs?

Be sure to use the tactical mode for ground strikes on enemy land units and research naval tech for the greatest amount of effectiveness.

Use the regular land based fighters to escort those CV close support strikes.
