Italian BB's

I have noticed that almost all nations BB's have 9 surface and 8 defence factors.

But Italy is reversed, 8 surface and 9 defence.

This pattern also follows for Large BB's.

Is it intentional?

USSR is also a bit different, but it makes sense.

It's just the Italian BB's that I wonder about.
