For enemy city and resources conquered I get each turn the amount of the NM which is listed for the object.
Do I also get a penalty each turn for the cities and resources I have lost?

E.g an enemies city is worth +12 NM, on the other hand I lost a city which is also worth +12NM.
Will I get +12 NM each turn or 0 NM because I got a penalty of -12 NM for the lost city?

I am quite shure, you get the same bonus for ressources conquered by you, as you get a malus for ressources conquered by the enemy. So in your case with one conquered and one lost City the nm-effect should be 0.
