A suggestion for future patches.

Add VPs hex, roughly adding two per each existing VP in its proximity.
Then proceed to almost triple the VP requirements for Victory levels. (And even maybe add more Victory levels).

Ratio:

Let's look at Lybia. Current it's Tripoli. If VPs were Tobruk, Benghazi, Tripoli an advance (or stalling enemy forward) makes more sense.
Currently Tripoli is the 1 VP in Lybia - hold it and you net the VP. There could be 2 years between fall of Tobruk and fall of Tripoli ... still netting 1 VP not depending on how the rest of the regional war goes.
If there are more VPs in Lybia, the game is more granular.

Similarly in Russia between let's say Kiev and Moscow there is the 'desert' of VPs (and production as well) so in Russia too there are ample distances which can be easily surfed back and forth without any real drawback.
