Where do they go and does the game return these items into the production pool or eat them, if not upgrading or reinforcing?

You assign the maximum allocation for it.

If all your units are full HP, and full tech, you'd just spend 0 even if you have 3000 assigned for reinforcements, and your production is stockpiled.
