Question about naval moves

My plan was to attack the UK fleet with the Italian fleet from Taranto. But I get a message I can't. What's up with this?
Why can't I attack? Too many units in the zone? I tried with less Italian units, still not possible to do the attack. No difference.

Please enlighten me!

You move next to the target. Not on to it. You won't be able to attack them anyhow. You need at least 1 OP remaining to attack. You will use 2 to get next to them.
