Suggestion: Catch up Tech bonus

Plain and simple, if you're in '40, and your tech is lvl '39, you have a small bonus to it. (Or maybe you have passively 1 point there).

If you're in 41, and your tech is '39 still, you'd have a bit larger bonus (or to simplify it, 2 points in that tech - year difference, plus whatever you chuck into it of your regular points).
